In 2019, the Oregon Legislature passed SB-2, which allowed eight Eastern Oregon Counties to participate in a special process to find additional employment lands outside standard land-use processes. Employment Lands are those zoned with commercial or industrial uses allowed, unlike those zoned for resource use, such as agriculture or timber.  A listed county (Baker, Gilliam, Grant, Harney, Lake, Malheur, Sherman, Union, Wallowa, Wheeler) that has adopted an economic opportunity analysis as part of its comprehensive plan may amend its comprehensive plan, land use regulations and zoning map to designate not more than 10 sites outside an urban growth boundary that cumulatively total not more than 50 acres of land if the sites were identified in any economic opportunity analysis (EOA). The goal is to help counties create economic opportunities through this process.

Your opinion matters! Listening sessions are scheduled to allow citizens to make personal recommendations for lands currently zoned for resource use, which may create economic opportunity by changing to zoning designation aimed at diversifying our employment lands (such as commercial and industrial lands), and to answer questions about the process, potential benefits and restrictions.
